Sommario

The drafting of the reconstruction plan of Arsita, a small town in Abruzzo, District of Teramo (Italy), hit by the 2009 earthquake, involved a multi-disciplinary expertise, concerning natural hazards (earthquake and landslide), engineering (construction structural characteristics, vulnerability and seismic damage), architecture and urban planning, energy efficiency, environmental sustainability, societal aspects, in order to suggest solutions to provide an overall better resilience of the place. The information collected on site was stored, analysed, and elaborated as geo-referenced parameters using a GIS (Geographic Information System) database/building inventory, a powerful hardware/software system implemented to manage the data at a territorial scale. New technologies played a fundamental role in data acquisition and analysis, performed also using digital devices; on site collection of information (survey quick forms, photos, sketches, drawings, etc.) has been carried out exploiting the potential of a tablet (iPad), like camera, GPS, maps and other applications (called app.). In particular, the in-field team filled up several quick survey forms (II Level GNDT, MEDEA, Churches, Palaces, masonry quality) and tools (FaMIVE), directly entered or promptly transformed in digital and geo-referenced format, obtaining a real multimedia database. The on-line/off-line data entry should be strongly applied in future campaigns, in order to bypass the traditional acquisition step on paper, that requires a lot of time an often is less effective. The information linkage to GIS can follow two different ways: in the easier, for local use, data are transferred from the tablet to a custom Excel spreadsheet and then to GIS; in the other, for sharing use, data and images are on-line transferred to a custom MySQL database. The GIS system allowed to visualise all the parameters on maps or ortho-photos, both singularly, enabling comparison among data, and by means of their interpolation, easily obtaining additional information precious for reconstruction interventions and guidelines. Therefore, the use of GIS combined with digital data acquisition revealed a very powerful tool in the drafting of the Arsita reconstruction plan; it can be widely applied in future works requiring data geo-referencing and inventory.
